El Salvador
Overview
El Salvador’s Deep profile uses the Special Law for the Prevention, Control and Sanction of Money Laundering, Terrorist Financing and Proliferation Financing as the current statutory backbone following its entry into force in October 2025. This is kept distinct from the framework evaluated during GAFILAT’s January 2024 on-site visit.
The 2025 law strengthens CDD, ownership/control identification and legal-person transparency obligations. GAFILAT’s 2024 MER is retained as a pre-reform effectiveness baseline, avoiding the error of treating later statutory improvements as if they had already existed during the assessment period.
The 2025 Special Law refreshes reporting, compliance and preventive obligations for covered persons, with the UIF acting as the national receiving and analytical authority. Current implementation material is linked to the law rather than to superseded pre-2025 text.
