Debarment and Procurement Integrity Sources

Debarment and procurement integrity sources list firms and individuals that are ineligible, suspended or sanctioned in relation to procurement or development-bank financed projects. These sources are useful for KYB, counterparty screening, corruption risk and adverse media context.

1. Key sources #

Source What it provides AML relevance
World Bank Listing of Ineligible Firms and Individuals Firms and individuals debarred from World Bank-financed contracts for specified periods Procurement integrity, corruption, fraud and collusion risk context
ADB Debarment and Suspension Register ADB suspended, debarred and cross-debarred entities Asia-Pacific procurement integrity context
EBRD Ineligible Entities Entities and individuals ineligible to become EBRD counterparties Development-bank counterparty integrity context

2. Why this matters #

A debarment source is not the same as a sanctions list, but it can be a strong adverse integrity signal. It can indicate fraud, corruption, collusion, coercion, obstruction or other prohibited practices depending on the source framework.

3. Evidence capture #

Record:

  • exact listed name;
  • source institution;
  • ineligibility or debarment period;
  • reason category if published;
  • cross-debarment status if published;
  • date checked;
  • identifiers and addresses if provided;
  • match rationale.

4. Interpretation #

Do not automatically treat a debarment result as a sanctions hit. Treat it as a procurement integrity or adverse-risk finding and apply local policy for EDD, senior review or decline.
